Abstract: Under the thought to simulate, the practical parchase processes and policies as realizablly as possible, the relations among the US SRM’s fly-away cost and the thchnical performances, production scale, purchase enviroments and other factors are analysed in this paper. By use of the Least Sqares Method for statistic price data taken from the SRM purchase contracts, a usable method to estimate the CER and CEM of SRM’s fly-away cost with satisfied precision are established. In addition, a new type of CER such as ’Cost = Constant. (Total quantity)performance’ to indicate the relations among the product cost, total quantity and performance is also presented.
